Fee flywheel

Every time a coin's treasury harvests its trading fees, the treasury keeps 70%. 15% goes to the flywheel, which spends 12% on buying $MINDSand burning it and pays 3% to the ops wallet for servers and operating costs. 15% goes to the compute wallet, which holds it to pay for compute. The treasury, flywheel and compute shares are fixed in the launcher contract for every coin launched through it; the flywheel splits its share as it spends it.
